صابر العيساوي يملك الحل لازمة الحكم في العراق/عدي الجراح

في خضم الاختناق السياسي الكبير الذي يمر به البلد وأزمة إدارة الدولة العراقية أكد الدكتور صابر العيساوي قدرته على معالجة الموقف الحرج الذي يحيط برئيس الوزراء المكلف الدكتور حيدر العبادي وانه يملك الحل لازمة الحكم في العراق موضحا ان إمكانية اختيار الوزراء بحرية تامة من قبل السيد العبادي هو امر في عداد المعجزات المستحيلة الوقوع في العراق طالما تفرض الكيانات السياسية التي رشحته القدرة على إيقاع الرفض على ما قد يبادر به السيد العبادي. العيساوي وهو مسؤول حكومي عراقي تولى منصب أمين بغداد في حكومة المالكي السابقة وسياسي عراقي بارز، أعلن ان نجاح وفشل أي رئيس وزراء عراقي يبدأ من طاقم مكتبه الخاص والأمانة العامة للرئاسة الوزراء التي تدير دفة الحكم فعليا بشكل ذا أثر يفوق أثر الوزير أو رئيس الهيئة المستقلة واحياناً يطغى تأثير هذه الدائرة الحكومية على تأثير رئيس الوزراء نفسه عندما يكون البلد في دوامة عنف وأزمات متلاحقة تفقد الرئيس تركيزه.

 

العيساوي أوضح ان مبادرته للحل تتمثل في ان يتحمل رئيس الوزراء المكلف مسؤولية اختيار المنظومة الإدارية لمكتب رئيس الوزراء ومديره، والأمانة العامة لرئاسة الوزراء وأمينها ومكتب القائد العام للقوات المسلحة ومدير المكتب، كونها المنظومة الأصلية لإدارة الدولة وعصى الرحى للتنظيم الإداري والسيطرة الحكومية. يذكر ان رئيس الوزراء السابق نوري المالكي قد واجه مشاكل كبيرة في داخل كابينته الوزارية ولم يؤسس منظومة إدارية لمكاتبه والأمانة العامة لرئاسة الوزراء بالشكل الذي يضمن انسيابية العمل الإداري والأمني في البلد وكانت تلك المنظومة سبب أساسي في الأزمات والمشاكل التي عصفت بالبلد ودعت قادة الكتل السياسية والشركاء لرفض تكرار تجربة تولية المالكي لشخصه منصب رئاسة الوزراء.

Sabir Al- Isawi claims to have a way out of the political crisis in Iraq

 

During this state of political dispute which has govern Iraq for more than a year now, and the governmental crisis that faces Al Ibadi, Al Isawi claims to have the perfect solution for the problems facing the conflicting parties in Iraq. He declared that choosing the Ministers by Al Ibadi is an impossible mission to do within an environment that is basically putting high political and social pressure over the prime minister. Al Isawi, the former mayer of  Baghdad and an Iraqi senior politician, has announced yesterday that any politician who would be in the position of  Prime Minister can succeed or  fail according to the staff he would recruit for his presidential office and the general secretary of ministries council since both will lead the country at times of violent struggle  and crisis. He  further says that this staff will be the direct advisor and manager of the country so they have strong influence on  the president himself.

 

Al Isawi  explained that his initiative is summed up in the right of the prime minister to  choose the administrative staff for the  office of the prime minister and the general  secretary of ministries council,  the office of the commander in chief of the armed forces and the manager of the  prime minister office since these areas are the core of the managing web that runs the government. It is  significant to  mention that the ex-prime minister Noori Al Malki has faced many  problems in this  areas because of the lack of arrangement in his office and government. This disorder in the Administration was one of the main reasons behind political and governmental failure that faced Al Maliki and caused political crisis’s that faced Iraq and lead  the  nation to violent solutions. Consequently caused the strong refusal of the political partners to repeat the Mliki experiment again.
